Title IX Statement
Title IX of the Education Amendments of 1972 is a federal law prohibiting discrimination based on sex in educational programs and activities that receive federal funding. The law states: “No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.”
Allegheny Valley College (AVC) is committed to upholding this mandate by fostering an inclusive, safe environment free from discrimination, harassment, and retaliation. Our college strives to ensure all students, faculty, and staff have equal access to educational resources and a supportive campus community.
Director of Compliance and DEB (Diversity, Equity, and Belonging)
The Director of Compliance and DEB, who also serves as AVC’s Title IX Coordinator, oversees and enforces AVC’s compliance with Title IX regulations, investigates complaints, and addresses any reported concerns related to discrimination, harassment, sexual misconduct, domestic violence, stalking, and retaliation. Currently, Tamira Rutter serves as the Interim Director of Compliance and Title IX Coordinator.
How to File a Complaint
If you feel that you have experienced or observed conduct in violation of Title IX, please contact the Interim Director of Compliance and DEB. Complaints may be submitted via email to our Interim Title IX Coordinator, Tamira Rutter, at Tamira.Rutter@AlleghenyValleyCollege.org.
Supportive Resources
AVC offers a range of resources to support those impacted by Title IX-related issues. Our services include counseling, academic support, and access to local support organizations. These resources are available whether or not you choose to file a formal complaint, ensuring you have access to the help you need.
Confidentiality and Anonymous Reporting
AVC values your privacy and strives to protect confidentiality within legal obligations. While AVC may need to address specific complaints to maintain campus safety and compliance, we handle all matters with sensitivity. Anonymous reporting options are also available and can be discussed with the Interim Director of Compliance and DEB.
Anti-Retaliation Policy
AVC strictly prohibits retaliation against any individual who files a complaint or participates in a Title IX investigation. Retaliatory actions—such as intimidation, threats, or discrimination—are not tolerated and are subject to disciplinary action.
Training and Prevention
To maintain a campus environment rooted in respect and inclusivity, AVC promotes ongoing education and awareness efforts surrounding Title IX. We promote training sessions, informational resources, and other preventative programs to encourage a culture of equity and support.
